The Challenge
The NSW Telco Authority needed to enhance its critical communications capabilities through the design and delivery of a P25 mobile radio network statewide. This required project management, risk analysis, and technical support to meet high standards of reliability and performance. The Critical Communications Enhancement Program (CCEP) is a major initiative aimed at upgrading and consolidating public safety communication networks across New South Wales. With a substantial investment of $1.4 billion, the program's primary goal is to provide a unified platform for emergency services to communicate effectively, particularly during critical incidents and disasters. The CCEP is designed to expand the Public Safety Network's (PSN) geographic coverage significantly, aiming to cover 85% of the state and reach 99.7% of the NSW population.
The Solution
GQI Consulting was engaged to provide comprehensive PMO and technical support for the CCEP, which included:
Project Engineering: Project Management of site upgrade activities, including planning, reporting and governance of subcontractors.
Risk Analysis: Conducting independent risk reviews using Monte Carlo analysis to assess potential cost variations and provide strategic insights for decision-making.
Technical Support: Engineering, design, and construction oversight to ensure the network met operational requirements and was delivered on time and within budget.
